How to find the information

The dialogue describes one fictional shop’s instructions, not a general rule about returns in Japan. The customer gives the reason in 小さかったです. The staff names both the correct counter and the items to bring; guessing from the purchase floor would not answer the question.

買いました and 着ました describe completed actions. 今から行きます describes the next action. Notice that 着ました is read きました here because its object is a shirt; this is not 来ました, meaning came.
