How to find the information
In 公園ではなく博物館, the first place is rejected and the second is the revised destination. The word 雨 explains the change. The time of gathering is separate from the planned return; neither sentence gives a departure time from the museum.
この modifies 紙 and points to the notice being read. Keep positive and negative instructions separate: lunch and water are required, while the red hat is explicitly unnecessary. The text does not say all hats are forbidden.
