How to find the information
The first floor is bright and the second floor is quiet. These descriptions do not tell you whether a room is open today. The sentence beginning でも adds a restriction: the second floor cannot be entered today despite its usual description.
Admission fees depend on category, and the notice explicitly separates elementary-school children from the paying student category. The last-entry deadline is half an hour before closing. Do not answer an entry-time question with the closing time.
